With the Philadelphia Auto Show starting January 28, now is the time to make sure you have an emergency kit in your car with the following essentials:

Flashlight and extra batteries
Battery-operated or wind-up radio
Jumper cables
Emergency flares
Fluorescent distress flag
Tow chains or rope
Cell phone and charger
First-aid kit

When driving in the winter, it's a good idea to include a few more supplies, such as:

Warm clothing, hats and mittens
Blankets
Ice scraper
Snow shovel
Road salt and sand
Snacks (granola or energy bars)
Bottled water
Any special needs, such as medication, baby supplies, pet food

Wally Wise Guy's Wise Words of the Week: Dress Warm This Winter

Philadelphia has been cold and windy lately. It's important to protect yourself and your health when venturing out in the winter. Be sure to keep yourself and your loved-ones safe by dressing warm.

Dress warmly in layers and stay dry. Wear hats, scarves, and water-repellent coats. Wear mittens instead of gloves; they’ll keep your hands warmer.
Cover your mouth. Protect your lungs from extremely cold air by covering your mouth.
Don’t overdue do it. Stretch before you go outside. Take your time while shoveling snow or pushing a car. Drink plenty of water to stay hydrated. And walk carefully on snowy, icy sidewalks!
Wind Chill makes you colder faster, as the wind carries away heat from the body. Make sure small children stay warm - especially babies. Babies will get colder much faster than adults.
Frostbite is frozen body tissue, usually skin. It affects the extremities first: fingers, toes, ears, and the tip of the nose. The skin might lose feeling, or look white, pale, hard or waxy. As the area thaws, skin may turn red, blue or purple. Skin can also swell or blister. The victim may also feel tingling, burning or severe pain as the frostbitten tissue thaws.
Children lose body heat faster than adults, so they can get frostbite faster.

Mayor Nutter Launches Free Emergency Identification Service

Yellow ICEdot will provide first responders with critical health and emergency contact information in case of an accident.

Mayor Michael A. Nutter, ICEdot CEO Chris Zenthoefer and representatives of Philadelphia’s Police and Fire Departments launched Yellow ICEdot, a free emergency identification service. It is designed for motorists and provides identification, emergency contact information and critical health information at the scene of the accident. Participants in the program place a yellow ICEdot sticker on their car that alerts first responders to pertinent information in the car’s glove compartment. Philadelphia is the first American city to offer this service to residents at no cost.

“As the new year begins, I encourage every Philadelphian to protect themselves and their loved ones by signing up for ICEdot,” said Mayor Nutter. “Should you or a loved one be involved in an accident, first responders can access valuable medical and personal information with ICEdot that could save your life. The City of Philadelphia’s Fire and Police Departments are working very closely with ICEdot on the launch of this program, and all of the city’s first responders are being trained to look for the Yellow ICEdot sticker at the scene of an accident. I’m proud to offer the Yellow ICEdot program here in Philadelphia.”

Philadelphia residents will receive a Yellow ICEdot sticker and registration information in their January water bill. Residents can also secure a sticker at their neighborhood fire station or library and can register for and participate in the Yellow ICEdot program by following these steps:

Secure a Yellow ICEdot sticker in your January water bill or at your neighborhood fire station or library
Log onto the ICEdot website at icedot.org to create your free emergency response profile
Print out the profile and place it in the glove compartment of your car.
Place the Yellow ICEdot sticker on the lower-left driver’s-side corner of your car’s rear window

“Philadelphia is a city that can really benefit from the Yellow ICEdot program,” said Zenthoefer. “Accident statistics show a need for quick and accurate medical attention and having the yellow sticker placed prominently on your car can mean the difference between life and death for individuals involved in an automobile accident. We are happy to be able to offer this new service to Philadelphia residents.”

Residents who don’t own a vehicle can still benefit from the Yellow ICEdot program. Individuals can also place the yellow sticker on the front door of their home and post the emergency response profile on their refrigerator. This can be especially helpful for senior citizens involved in a medical emergency.

In addition to the Yellow ICEdot program, ICEdot also offers a premium emergency identification and notification service for a $10 a year membership. Additional ICEdot identifiers include the ICEdot Snap which attaches to clothing, as well as stickers, key fobs, wristbands and bracelets. ICEdot identifiers utilize the Internet, mobile applications and SMS technology to quickly identify a patient, relay important medical information, provide and notify emergency contacts in the case of any accident or medical incident.

Wally Wise Guy's Wise Words of the Week: Dispose of Your Tree Properly After the Holidays

The Philadelphia Department of Streets offers trash and recycling options for your tree. The Tree Recycling Program will run for two weeks from Tuesday, January 3 until Saturday, January 14. This program provides an environmentally safe alternative for disposal of used trees.

Citizens who wish to drop off their tree for recycling may take it to the Streets Department Sanitation Convenience Centers located at 3033 South 63rd Street, Domino Lane and Umbria Street and State Road and Ashburner Street during these weeks only. The sites are open from 8:00 a.m. to 6:00 p.m., Monday through Saturday.
Commercial entities are not permitted to use Sanitation Convenience Centers to dispose of their trees.
Christmas trees brought to the site should be in the following condition:

Free of all decorations and ornaments
Untied
Free of plastic bags or wrappings

Christmas trees put out at curbside will be collected as trash.
Local civic and nonprofit organizations are also working together to recycle trees on January 7 and 8. Information can be found at http://www.phila.gov/streets/ChristmasTrees.html.

The Federal Emergency Management Agency (FEMA) has assembled a list of gift ideas for the holidays to help keep your family and friends prepared.

The most important thing any individual can do is take a few minutes to discuss with their family, friends and loved ones what they will do in the case of an emergency or disaster. This includes developing a simple Household Emergency Plan, reviewing Philadelphia's Emergency Evacuation Routes and identifying how you would get in touch with loved ones and where you might meet if you are separated when an emergency or disaster takes place.

Additionally, there are simple supplies that can go a long way in the case of an emergency or disaster that would make great gifts this holiday season.

Disaster kits for homes, offices and autos (first aid kits; food, water and prescription medications for 72 hours; i.e., extra clothing, blankets, and flashlights).
NOAA weather radios with extra batteries.
Enrollment in a CPR or first-aid class.
Fire extinguishers (for kitchen, garage, car, etc.)
Fold-able ladders for second-story escape in a fire.
Car kits (emergency flares, shovels, ice scrapers, flashlights and fluorescent distress flags).
Pet Disaster kits (food, water, leashes, dishes and carrying case or crate).
Battery powered lamps

Wally Wise Guy's Wise Words of the Week: Fire Proof Your Tree This Holiday

The Philadelphia Fire Department recommends placing your live tree in a special mixture to keep it from drying out and becoming a fire hazard. Start by mixing the following ingredients in a five gallon bucket.

2 gallons of hot water.
2 cups of Karo syrup.
2 ounces of liquid chlorine bleach.
2 pinches of Epsom Salt.
1/2 teaspoon of Borax.
1 teaspoon of chelated iron.

Make a fresh cut one inch from the bottom of the tree and place it in this mixture for 24 hours. Then place the tree in its stand and add this mixture. Remember to top it off each day.

Hazard Mitigation Plan Public Meeting, Thursday, Dec. 15

Phase 1 Rollout of Philadelphia’s Draft Natural Hazards Mitigation Plan
Public Meeting: Thursday, December 15
5:30 to 7:30 p.m.
Salvation Army Roxborough Corps' Community Center, 6730 Ridge Avenue

The Managing Director’s Office of Emergency Management invites the public to learn about the Natural Hazards Mitigation Plan being developed for Philadelphia. Phase One of the plan will be rolled out on Thursday, December 15, 5:30 to 7:30 p.m. at The Salvation Army Roxobrough Corps' Community Center, 6730 Ridge Avenue. (Snow date will be Saturday, December 17 at 10:30 to 12:30 p.m.)

Between 5:30 and 6:00 p.m., residents will view a series of poster displays featuring the natural hazards. The Office of Emergency Management will provide a brief presentation about the development of the Hazard Mitigation Plan at 6:30 p.m. After the presentation, residents will have more time to review the poster displays and provide their feedback and concerns about natural hazards in their community.

Phase One of the Natural Hazard Mitigation Plan will address a comprehensive list of natural hazards -- droughts, floods, extreme temperatures, earthquakes, wind storms and tornadoes, hurricanes and tropical storms, Nor’easters, and severe winter storms -- that may impact Philadelphia. The purpose of the Natural Hazards Mitigation Plan is to reduce or eliminate long-term risks to human life or property from natural disasters through cost-effective and sustained mitigation actions.

“We welcome the public to join us on December 15 to offer their thoughts about the natural hazards of concern to them and businesses in their community,” said Deputy Managing Director for Emergency Management Liam O’Keefe.

The Office of Emergency Management will hold a series of meetings from mid-December through mid-February throughout Philadelphia to rollout the various phases of the Natural Hazards Mitigation Plan. Additional phases of the plan will focus on risk assessments of the natural hazards, as well as identifying short and long-term mitigation strategies for reducing risks associated with the natural hazards.

Watch Philadelphia Fire Commissioner Lloyd Ayers demonstrate the proper way to select, prepare and maintain a fresh cut tree.

Each year, during the Holiday Season, the Philadelphia Fire Department promotes "Holiday Fire Safety" to educate citizens regarding the proper care and disposal of Christmas trees. This year the University of Pennsylvania donated 30,000 tree tags that firefighters will distribute to tree lots throughout the city. These tree tags provide the following information on the proper maintenance of live trees:

Make a fresh cut 1-inch from the base of the tree.
Place the tree firmly in the stand with plenty of room for water.
Check the water level daily and add if needed.
Check electrical cords for wear, and outlets for overloading.
Never leave a lighted tree unattended.
Don't let the tree block exits or stairs.
Keep the tree away from portable heaters and other heat sources.
The tree should be free of ornaments and decorations before disposal.

If you are using an artificial tree in your decorating, check the tag to ensure that it is fire resistant. Flood Watch: Be Prepared for Flooding

With a Flood Watch in effect from Wednesday afternoon to late Wednesday night (December 7), make sure you are prepared and know what to do in the event of flooding.

Prepare for Flooding:

Know your area's flood risk. To estimate your flood risk and flood insurance premium, visit www.floodsmart.gov or call 1-800-427-2419.
Make an itemized list of personal property, including furnishings, clothing, and valuables.
Fill out a Household Emergency Plan containing important contacts for you and your family in the event of any emergency.
Sign up for ReadyNotifyPA, the region’s emergency text and email alert system, by logging on to www.readynotifypa.org, by texting PHILA to 411911 or by scanning the code below. (The alerts are free but standard text messaging rates may apply.)

Prepare a Go Bag that you can grab in case you need to evacuate your home in a hurry.
Learn the safest route to higher ground from your home or place of business to stay in case you have to evacuate. This should be part of your Household Emergency Plan.
If you live in a flood-susceptible area, keep materials, such as sandbags, plywood, plastic sheeting, and lumber, on hand to help protect your home.
Turn off all utilities at the main power switch and close the main gas valve if evacuation appears necessary. Do not touch any electrical equipment unless it is in a dry area, or you are standing on a piece of dry wood while wearing rubber-soled shoes or boots and rubber gloves.
Board up windows or protect them with storm shutters or tape (to prevent flying glass).
Bring outdoor objects, such as lawn furniture, garbage cans and other loose items, inside the house or tie them down securely.
Consider flood insurance. Protection against loss due to floods is not covered under most homeowner's insurance policies. Flood insurance is offered through the National Flood Insurance Program (NFIP) at www.floodsmart.gov or 1-800-427-2419.

During a Flood:

Keep a battery-operated AM/FM radio tuned to a local station and follow emergency instructions.
If you're caught inside by rising waters, move to a higher floor. Take warm clothing, a flashlight, and portable radio with you. Wait for help. Do NOT try to swim to safety.
If it is save and you need to evacuate, take your Go Bag with you.
When outside, remember: floods are deceptive. Try to avoid flooded areas, and do not attempt to walk across flood water more than knee deep. Just six inches of moving water can knock you off your feet.
Never drive through flooded roadways. Just two feet of moving water can sweep a Sport Utility Vehicle (SUV) off the road.

If it is Safe to Evacuate by Car:

Take your Go Bag with you.
Avoid flooded roadways. Parts of the road may already be washed out, and you could become stranded or trapped.
If your car stalls in a flooded area, abandon it as soon as possible. Floodwater can rise rapidly and sweep a car (and its occupants) away.

Wally Wise Guy's Wise Words of the Week: Decorate Safely for the Holidays

Decorating homes and businesses is a long-standing tradition around the holiday season. Unfortunately, these same decorations may increase your chances of fire. Based on data from the National Fire Protection Association (NFPA) and the U.S. Fire Administration (USFA), an estimated 170 home fires involving holiday lights and other decorative lighting occur each year.

The following are a few simple fire safety tips from the USFA to help ensure that you have a fire safe holiday season.

Holiday Lights

Maintain Your Holiday Lights: Inspect holiday lights each year for frayed wires, bare spots, gaps in the insulation, broken or cracked sockets, and excessive kinking or wear before putting them up. Use only lighting listed by an approved testing laboratory.
Do not overload electrical outlets.
Do not link more than three light strands, unless the directions indicate it is safe. Connect strings of lights to an extension cord before plugging the cord into the outlet. Make sure to periodically check the wires – they should not be warm to the touch.
Do not leave holiday lights on unattended.

Holiday Decorations

Use Only Nonflammable Decorations: All decorations should be nonflammable or flame-retardant and placed away from heat vents. If you are using a metallic or artificial tree, make sure it is flame retardant.
Don't Block Exits: Ensure that trees and other holiday decorations do not block an exit way. In the event of a fire, time is of the essence. A blocked entry/exit way puts you and your family at risk.

Wrapping Paper

Never Put Wrapping Paper in the Fireplace: Wrapping paper in the fireplace can result in a very large fire, throwing off dangerous sparks and embers that may result in a chimney fire.

Candle Care

Avoid Using Lit Candles.
If you do use lit candles, make sure they are in stable holders and place them where they cannot be easily knocked down. Never leave the house with candles burning.
Never Put Lit Candles on a Tree.
Do not go near a Christmas tree with an open flame – candles, lighters or matches.

Small Business Administration Closing Business Recovery Center in Philadelphia

The U.S. Small Business Administration (SBA) announced today that due to a steady decrease of activity, the Business Recovery Centers located throughout Pennsylvania will cease operations Thursday, Dec. 1 at the close of business.

The location and hours of operations of SBA’s Business Recovery Center in Philadelphia are:

Philadelphia, PA 19104
Hours: Mon thru Fri 9:00 am to 6:00 pm
Closes: Thu, Dec. 1 at 6:00 pm

The SBA offers low interest disaster loans to disaster survivors for physical losses up to its loan limits. Approved loans can be increased for protective measures to lessen similar future damages. Additionally, small businesses and most private nonprofit organizations can obtain loans for unmet working capital needs. To be considered for this assistance, disaster survivors need to apply by the deadline.

For additional information, call the SBA’s Customer Service Center at 800-659-2955 (800-877-8339 for the deaf and hard-of-hearing) or send an email to disastercustomerservice@sba.gov. Loan application forms can be downloaded from www.sba.gov. Those affected by the disasters may also apply for disaster loans electronically from SBA’s website at https://disasterloan.sba.gov/ela/.

The deadlines for Hurricane Irene and Tropical Storm Lee to return applications for physical property damage is December 14, 2011 and to return economic injury applications is June 12, 2012.

Wally Wise Guy's Wise Words of the Week: Stay Safe When Cooking This Thanksgiving

Cooking fires continue to be the most common type of fires experienced by U.S. households. There is an increased incidence of cooking fires on Thanksgiving, Christmas Eve Day, and Christmas Day. Here are some tips from the U.S. Fire Administration to help keep you safe this holiday season:

Stay in the kitchen when you are frying, grilling, or broiling food. If you leave the kitchen for even a short period of time, turn off the stove.
If you are simmering, baking, roasting, or boiling food, check it regularly, remain in the home while food is cooking, and use a timer to remind you that you're cooking.
Stay alert! To prevent cooking fires, you have to be alert. You won't be if you are sleepy, have been drinking alcohol, or have taken medicine that makes you drowsy.
Keep anything that can catch fire - potholders, oven mitts, wooden utensils, paper or plastic bags, food packaging, towels, or curtains - away from your stovetop.
Keep the stovetop, burners, and oven clean.
Wear short, close-fitting or tightly rolled sleeves when cooking. Loose clothing can dangle onto stove burners and catch fire if it comes into contact with a gas flame or electric burner.
Plug microwave ovens and other cooking appliances directly into an outlet. Never use an extension cord for a cooking appliance, as it can overload the circuit and cause a fire.

If You Have a Cooking Fire

When in doubt, just get out. When you leave, close the door behind you to help contain the fire. Call 9-1-1 or the local emergency number after you leave.
If you do try to fight the fire, be sure others are already getting out and you have a clear path to the exit.
Always keep an oven mitt and a lid nearby when you are cooking. If a small grease fire starts in a pan, smother the flames by carefully sliding the lid over the pan (make sure you are wearing the oven mitt). Turn off the burner. Do not move the pan. To keep the fire from restarting, leave the lid on until the pan is completely cool.
In case of an oven fire, turn off the heat and keep the door closed to prevent flames from burning you or your clothing.
If you have a fire in your microwave oven, turn it off immediately and keep the door closed. Never open the door until the fire is completely out. Unplug the appliance if you can safely reach the outlet.
After a fire, both ovens and microwaves should be checked and/or serviced before being used again.

Turkey Fryer Safety Tips

Use turkey fryers outdoors a safe distance from buildings and any other combustible materials.
Never use turkey fryers in a garage or on a wooden deck.
Make sure fryers are used on a flat surface to reduce accidental tipping.
Never leave the fryer unattended. Most units do not have thermostat controls. If you do not watch the fryer carefully, the oil will continue to heat until it catches fire.
Never let children or pets near the fryer even if it is not in use. The oil inside the cooking pot can remain dangerously hot hours after use.
To avoid oil spillover, do not overfill the fryer.
Use well-insulated potholders or oven mitts when touching pot or lid handles. If possible, wear safety goggles to protect your eyes from oil splatter.
Make sure the turkey is completely thawed and be careful with marinades. Oil and water do not mix; water causes oil to spill over causing a fire or even an explosion hazard.
The National Turkey Federation recommends thawing the turkey in the refrigerator approximately 24 hours for every five pounds in weight.
Keep an all-purpose fire extinguisher nearby. Never use water to extinguish a grease fire. If the fire is manageable, use your all-purpose fire extinguisher. If the fire increases, immediately call the fire department for help.

FEMA: Certain Private Non-Profits May Be Eligible For Disaster Aid

Certain private nonprofit organizations (PNPs) may be eligible for disaster assistance for losses suffered during Hurricane Irene and/or Tropical Storm Lee, announced the Pennsylvania Emergency Management Agency (PEMA) and the Federal Emergency Management Agency (FEMA). The PNPs must meet certain federal and Commonwealth qualifiers to apply under the federal Public Assistance program.

Federal disaster declarations for Hurricane Irene and for Tropical Storm Lee were signed by the President for Public Assistance following the August and September storms. The declarations make federal funding available to the Commonwealth, eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities that suffered damage or whose services were curtailed. The PNP organization’s losses must meet a threshold of $1,000.00.

“We encourage private nonprofits in the designated counties to contact their county emergency management office to see if they are eligible for FEMA funds to help in their recovery. Emergency managers will provide information, answer questions and walk them through the application process,” said Federal Coordinating Officer Thomas J. McCool.

Private nonprofit organizations must have:

An effective ruling letter from the U.S. Internal Revenue Service (IRS) granting tax exemption under Section 501 (c), (d) or (e) of the IRS Code of 1954 as amended, or
State certification that the organization is a non-revenue producing nonprofit entity organized or doing business under Commonwealth law.

Additional criteria for eligibility
The private nonprofit seeking Public Assistance must be open to the public, with the exception of educational, utility, emergency, medical or custodial care facilities. Assistance may include funds for emergency work, the repair or replacement of disaster-damaged facilities and assistance for emergency protective measures.

Private nonprofit facilities
Eligible PNPs seeking funds for permanent repairs and restoration must provide a critical and essential government service. The types of facilities may include educational, medical, emergency, irrigation, museums, arts centers, zoos, libraries, shelters, and health and safety facilities.

Facilities with mixed eligible and non-eligible activities may receive funding on a pro-rated basis for assistance if the facility dedicates over 50 percent of its space to public use. Assistance for costs not eligible for FEMA assistance may be available from the U.S. Small Business Administration (SBA). If the mixed-use facility provides critical services in whole or in part, it may apply directly to FEMA for permanent work for the eligible portion.

Critical services
Critical service facilities include power, water, sewer and wastewater, communications, emergency medical care, nursing homes and fire protection/emergency services.

Non critical service facilities, the SBA loan, and FEMA aid
If the PNP applies to SBA the following may occur:

The PNP is approved for an SBA disaster loan and the loan fully covers eligible damages from the disaster event; no assistance from FEMA is available,
The PNP cannot afford an SBA disaster loan for the full amount of their uninsured losses, the additional damages may be eligible for FEMA assistance,
The PNP declines to accept the SBA loan, eligibility for FEMA assistance will be reduced by the amount of the approved loan that was offered.

The U.S. Fire Administration (USFA) and the National Fire Protection Association (NFPA) recommend following these tips to prevent winter home fires:

Stay in the kitchen when you are frying, grilling, or broiling food. If you leave the kitchen for even a short period, turn off the stove.
Space heaters need space; keep anything that can burn at least three feet away from each heater.
Check electrical cords often and replace cracked or damaged electrical or extension cords. Do not try to repair them.
Never use your oven or stovetop to heat your home. They are not designed for this purpose and can be a fire hazard. In addition, carbon monoxide (CO) gas might kill people and pets.
Do not put your live Christmas tree up too early or leave it up for longer than two weeks. Keep the tree stand filled with water at all times.
Avoid using lighted candles. If you must use candles, place them in sturdy candleholders that won't burn.
If you smoke, use only fire-safe cigarettes and smoke outside.

Both expected and sudden storms may cause serious flood damage to property and possessions. Homeowners who take steps to retrofit their home in anticipation of uncertain weather, come out ahead. Have you taken this precaution? Have you wondered if it’s really necessary to go to the expense of retrofitting because you are not in a floodplain or an area prone to flooding?

According to officials of the Federal Emergency Management Agency (FEMA) and the Pennsylvania Emergency Management Agency (PEMA), everyone lives in a floodplain.

“The destruction caused by Hurricane Irene and Tropical Storm Lee confirm how destructive weather can be,” said Commonwealth Coordinating Officer John Forr. “It makes sense to do all you can to be prepared in advance.”

Before you decide to what extent to retrofit your home, you will want to know what damage-reduction methods are available, how they work, their cost, and whether they meet your specific needs.

Damage Reduction Methods:

Elevation - Involves raising your house to bring the lowest floor above flood level. This is the most common way to avoid flood damage.
Wet floodproofing - Protecting a building by allowing floodwaters to enter uninhabited areas of the property; for example, parking and storage areas.
Levees and floodwalls – Constructing barriers of compacted soil or manmade materials like concrete or masonry to block floodwaters.
Relocation (a) – Moving your house to higher ground.
Relocation (b) – Moving your house outside of the flood hazard area.
Demolition – Demolishing your home and rebuilding on the property or elsewhere, to meet flood-resistant standards.

Determine What Methods Will Work Best for You:

Inspect your home with the various damage-reduction methods in mind.
Check with local officials concerning hazards, codes and regulations, technical guidance and Hazard Mitigation Grant Program assistance.
Consult with a design professional and a contractor.

Policy-holders may qualify for Increased Cost of Compliance coverage for substantially damaged properties, which helps pay for some types of retrofitting,” McCool said. Loans and help with insurance payments may also be available.

Mitigation Outreach teams will be available from 10 a.m. until 7 p.m. to provide information about ways to rebuild or remodel that can reduce the risk of damages from future disasters.

They also are there to answer questions about FEMA’s National Flood Insurance Program.

Rebuilding or repairing a home after a disaster can be a daunting task – but, with the right information, homeowners can build back safer, smarter and stronger.

The outreach teams suggest mitigation measures to reduce or eliminate the long-term risk to human life and property from hazards such as flooding and high winds. Winter is right around the corner, so take some time before it gets too cold; and get your home ready for the winter in a few simple steps:

Seal drafts: Use door sweeps, weather-stripping or caulk to close spaces around exterior doors or windows. Caulk or apply tacky rope caulk to drafty spots. Install outlet gaskets in electrical outlets that share a home's outer walls. Seal outside leaks with weather-resistant caulk or masonry sealer for brick.
Insulate walls and attics.
Check the heat: Turn your heat on now, to make sure it's working, before the bitter cold weather descends.
Make sure your heating ducts are well connected and insulated. Repair places where pipes are pinched, which impedes flow of heated air to the house, and fix gaps with a metal-backed tape (duct tape actually doesn't stand up to the job over time).
Install storm windows or use a window insulation kit to cover windows with plastic sheeting from the inside.
Inspect chimneys and fireplaces before use.
Reverse ceiling fans: By reversing its direction, the fan will push warm air downward.
Run generators outside. Open windows and fans do not provide enough ventilation to prevent carbon monoxide build-up.

Every household should have at least a three-day supply of bottled water, non-perishable foods and essential medications set aside for each member of the family, including pets.

Take the time now to:

Make sure your radio and flashlight work properly.
Check the expiration date of your extra batteries.
Open your first-aid kit and look for expiration dates of the items, such as aspirin or any other medications in your supplies.
Refresh your emergency supply of not-easily-perishable food and water.
Review your Household Emergency Plan with the members of your household and update the emergency contacts, if necessary.
Hold an emergency drill, like a home fire drill.
Remember your pets – include them in your plan and refresh their emergency supply of food and water.

First Nationwide Test of the Emergency Alert System

On November 9 at 2 p.m., please remember: Don't stress; it's only a test.

WASHINGTON, D.C. - On November 9 at 2:00 p.m. ET, the federal government will conduct the first nationwide test of the Emergency Alert System (EAS). The test will last up to three and a half minutes. During this period, regularly scheduled television, radio, cable, and satellite shows will be interrupted as the system is being tested. The Philadelphia Office of Emergency Management would like to ensure that Philadelphia residents, businesses and the larger public are aware that this event will be just a test, and not a real emergency alert.

The test is being conducted by the Federal Emergency Management Agency (FEMA), the Federal Communications Commission (FCC), and the National Oceanic and Atmospheric Administration (NOAA), as part of their ongoing efforts to keep the nation safe during emergencies and strengthen our resilience against all hazards.

The national Emergency Alert System is an alert and warning system that can be activated by the president, if needed, to provide information to the American public during emergencies. NOAA's National Weather Service, governors, and state and local emergency authorities also use parts of the system to issue more localized emergency alerts. The test is an important exercise in ensuring that the system is effective in communicating critical information to the public in the event of a real national emergency.

Similar to emergency alert system tests that are already conducted frequently on the local level, the nationwide test will involve television and radio stations across the United States, including Alaska, Hawaii, and the territories of Puerto Rico, the U.S. Virgin Islands and American Samoa.

Under the FCC's rules, radio and television broadcasters, cable operators, satellite digital audio radio service providers, direct broadcast satellite service providers and wireline video service providers are required to receive and transmit presidential EAS messages to the public. A national test will help federal partners and EAS participants determine the reliability of the system, as well as its effectiveness in notifying the public of emergencies and potential dangers both nationally and regionally. The test will also provide the FCC and FEMA a chance to identify improvements that need to be made to build a modernized and fully accessible Emergency Alert System.

The Philadelphia Office of Emergency Management, along with FEMA, encourages the public to use this event as a reminder that everyone should establish an emergency preparedness kit and emergency plan for themselves, their families, communities, and businesses. For a safe Halloween, follow these tips from the Centers for Disease Control and Prevention and the American Academy of Pediatrics.

Trick-or-Treaters:

Swords, knives, and similar costume accessories should be short, soft, and flexible.
Avoid trick-or-treating alone. Walk in groups or with a trusted adult. A parent or responsible adult should always accompany young children.
Fasten reflective tape to costumes and bags or wear bright reflective costumes to help drivers see you.
Examine all treats for choking hazards and tampering before eating them. Limit the amount of treats you eat.
Hold a flashlight while trick-or-treating to help you see and others see you. Always WALK and don't run from house to house.
Always test make-up in a small area first. Remove it before bedtime to prevent possible skin and eye irritation.
Look both ways before crossing the street. Use established crosswalks wherever possible.
Lower your risk for serious eye injury by not wearing decorative contact lenses.
Only walk on sidewalks whenever possible, or on the far edge of the road facing traffic to stay safe.
Wear well-fitting masks, costumes, and shoes to avoid blocked vision, trips, and falls.
Eat only factory-wrapped treats. Avoid eating homemade treats made by strangers.
Enter homes only if you're with a trusted adult.
Never walk near lit candles or luminaries. Be sure to wear flame-resistant costumes.

Halloween Home Safety:

Be sure walking areas and stairs are well-lit and free of obstacles that could result in falls.
Keep candle-lit jack-o'lanterns and luminaries away from doorsteps, walkways, landings, and curtains. Place them on sturdy tables, keep them out of the reach of pets and small children, and never leave them unattended.
Small children should never carve pumpkins. Children can draw a face with markers. Then parents can do the cutting.
Consider using a flashlight or glow stick instead of a candle to light your pumpkin. If you do use a candle, a votive candle is safest.
Restrain pets so they do not inadvertently jump on or bite a trick-or-treater.

Be sure to provide assistance for those with special needs.

U.S. Small Business Administration Opens a Business Recovery Center in Philadelphia

The U.S. Small Business Administration (SBA) announced today the opening of an additional Recovery Center for businesses affected by Hurricane Irene and Tropical Storm in Philadelphia.

The center will open Tuesday, October 11, 2011 at 4212 Chestnut Street and will remain open Monday through Friday, 9:00 a.m. to 6 p.m., until further notice.

SBA’s representatives will be on hand at the center to issue loan applications, answer questions about the disaster loan program, explain the application process and assist business owners in completing their applications.

“Businesses and non-profit organizations of any size may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets,” said David Dickson, SBA’s Philadelphia district director. The SBA may increase a loan up to 20 percent of the total amount of disaster damage to real estate and/or leasehold improvements, as verified by SBA, to make improvements that lessen the risk of property damage by future disasters of the same kind.

For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private non-profit organizations, the SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic Injury Disaster Loan assistance is available regardless of whether the business suffered any physical property damage.

The deadlines for Hurricane Irene and Tropical Storm Lee to return applications for physical property damage is November 14, 2011 and to return economic injury applications is June 12, 2012.

New Disaster Recovery Center Hours

Federal and Commonwealth officials announced a change in the hours of operation for Disaster Recovery Centers. Many individuals needing help after Hurricane Irene and Tropical Storm Lee have already received assistance and many others are getting their questions answered by phone.

The following are the changes in Disaster Recovery Center hours of operation:

All Disaster Recovery Centers will be open Monday–Friday from 10:00 a.m. to 7:00 p.m. and on Saturdays from 10:00 a.m. to 5:00 p.m.
The Disaster Recovery Center located at the Belfield Recreation Center, 2901 West Chew Avenue, will be open on Sunday, October 9, from 10:00 a.m. to 5:00 p.m.
The Disaster Recovery Center located at the Packard Building, 111 South 15th Street, will be CLOSED on Sundays, starting October 9.
On Columbus Day, Monday, October 10, all Disaster Recovery Centers will be OPEN from 10:00 a.m. to 7:00 p.m.

Include your pets in your household emergency plan. If you must evacuate, you should evacuate your pets, too – it’s not safe to leave them behind. Service animals as well as pets are allowed in certain shelters. Plan for your pet's safety now, before an emergency and put together a Pet Emergency Kit with the following items:

A three-day supply of water, food and containers, non-spill bowls, and a can opener.
Sturdy leashes, harnesses and carriers/cages to transport pets safely and ensure that they cannot escape.
Information on feeding schedules, medical conditions, veterinarian’s phone number, proof of vaccination, pet license numbers, and microchip numbers.
Medication for your pet (if needed).
Plastic bags, paper towels, and wipes for clean-up.
Photos of your pet.

Hurricane Irene Disaster Recovery Center Opens in Philadelphia

A federal/state Disaster Recovery Center for people affected by Hurricane Irene will open in Philadelphia on Monday, September 19.

The Disaster Recovery Center (DRC) will be located in the Packard Building at 111 S. 15th Street, third floor (use the Sansom Street entrance, take the stairs or the chair lift to the left, go past one elevator, go through the doorway with the glass doors and take the next elevator to the third floor). It will open on Monday from 1 p.m. to 7 p.m. After Monday, the center will be open daily from 10 a.m. to 7 p.m.

Various federal and state agencies will be on hand to provide assistance to those residents affected by Hurricane Irene.

Those, with insurance, need to contact their insurance agent and file a personal claim before contacting FEMA. Additionally, anyone planning to come to a DRC should register with FEMA first, in order to make their visit more productive and efficient.

Applicants may visit any DRC regardless of where they live or work. Online registry is available at www.disasterassistance.gov or via web enabled mobile device at m.fema.gov, you can also register by calling 1-800-621-FEMA (3362). Disaster assistance applicants with a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly. For those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. Operators are available seven days a week between the hours of 7 a.m. and 10 p.m.

When applying applicants should have the following information available:

Disaster Unemployment Assistance Available For Hurricane Irene and Tropical Storm Lee

Pennsylvania Department of Labor & Industry Secretary Julia Hearthway today announced the availability of federal disaster unemployment assistance (DUA) benefits to individuals unemployed, including self-employed workers, due to the effects of Hurricane Irene between Aug. 26-30 or as a result of Tropical Storm Lee and the severe storms, heavy rains and flooding that have resulted since Sept. 3.

The federal DUA was made possible after approval of Governor Tom Corbett’s request that affected counties be declared disaster areas. DUA is available under the federal disaster declaration for Hurricane Irene in Bucks, Chester, Delaware, Lehigh, Luzerne, Monroe, Montgomery, Northampton, Philadelphia, Sullivan and Wyoming counties.

DUA is available under the federal disaster declaration for Tropical Strom Lee in

Adams, Bradford, Columbia, Cumberland, Dauphin, Lancaster, Lebanon, Luzerne, Lycoming, Montour, Northumberland, Perry, Schuylkill, Snyder, Sullivan, Susquehanna, Union, Wyoming, and York counties.

Additional disaster-related services are available at local Disaster Recovery Centers which are being established in Bradford, Columbia, Dauphin, Lycoming, Luzerne and Wyoming counties.

“The flooding has impacted residents, homes and businesses,” Hearthway said. “Labor & Industry and the rest of state government are moving quickly to provide the resources our people need to get back to normal and return to work.”

Pennsylvanians who are unemployed as a result of either storm can apply immediately for regular state unemployment compensation (UC) if the employment was covered under the state UC law, or for the special federal DUA benefits.

DUA is available to individuals who are self-employed or who would not normally qualify for regular state assistance. DUA covers people who, as a direct result of the disaster, no longer have a job, are unable to reach their place of employment, were to begin work and were prevented by the disaster, cannot work because of an injury or illness caused as a direct result of the disaster, or have become a breadwinner or major supporter of a household because the head of the household died as a direct result of the disaster.

Unemployment is considered a direct result of the disaster if it resulted from the physical damage or destruction of the place of employment; the physical inaccessibility of the place of employment due to its closure by the federal, state, or local government in immediate response to the disaster; or lack of work, or loss of revenues, if, prior to the disaster, the employer or self-employed business received at least a majority of its revenue or income from an entity in the major disaster area that was damaged or destroyed in the disaster or an entity in the major disaster area closed by the federal, state, or local government.

Applicants may file for DUA by calling toll free at 877-FILE DUA (877-345-3382), from 7 a.m. to 7 p.m. Monday and 7 a.m. to 5 p.m. Tuesday through Friday. Individuals using a text telephone (TTY) may call toll free at 888-334-4046.

Applicants should be prepared to provide a Social Security Number and, if possible, any documents that show earnings and employment for the tax year that ended prior to their unemployment as a result of the disaster.

Claimants must file DUA applications no later than Oct. 14.

UC claimants not affected by the storms should continue to file claims online at www.uc.pa.gov.

Philadelphia Receives Federal Disaster Assistance for Hurricane Irene

Mayor Michael Nutter is pleased to announce that the Federal Emergency Management Agency (FEMA) has declared that residents of Philadelphia, who experienced damages due to Hurricane Irene, are eligible for Individual Assistance as a result of the Presidential Disaster Declaration on September 3. Individuals and households who suffered damages from August 26 to August 30 may apply for assistance.

“We are grateful for the help and support provided by President Barack Obama, Governor Tom Corbett, and our Congressional delegation for securing this disaster assistance for Philadelphia residents,” said Mayor Nutter. “This disaster assistance was made possible thanks to a well-coordinated effort from local, state, and federal agencies.”

Other counties receiving the Individual Assistance declaration are Bucks, Chester, Delaware, Lehigh, Luzerne, Monroe, Montgomery, Northampton, Sullivan and Wyoming counties.

Individual Assistance for homeowners and renters can include grants to help pay for temporary rental assistance, home repairs and other serious disaster-related expenses not met by insurance or other assistance programs. Also, low-interest disaster loans from the U. S. Small Business Administration may be available to cover residential and business losses not fully compensated by insurance.

In addition, FEMA has announced Public Assistance to State and local governments and certain private nonprofit organizations for emergency work and the repair or replacement of disaster-damaged facilities in these Chester, Delaware, Luzerne, Northampton, Philadelphia, Pike, Sullivan, Susquehanna, Wayne, and Wyoming counties. FEMA has also announced that Philadelphia County is eligible for Hazard Mitigation Grants. September is National Preparedness Month and Philadelphia's Office of Emergency Management encourages you to talk with your family about emergencies: what to do, where to meet and how to stay in contact during an emergency.

Fill out a Household Emergency Plan Template.
Be ready to Shelter-in-Place for at least 72 hours.
Have a Go Bag and be ready to evacuate.
Decide on two meeting places where household members should meet after an emergency - one right outside or close to your home and anther outside your neighborhood.
Practice evacuating from your home using different exits and practice getting to your meeting places.
Ask a friend or relative who lives outside of the 215 area code to be your family's emergency contact. If local phone circuits are busy, long distance calls may be easier to make.
Plan for everyone in your family especially seniors, people with disabilities, and non-English speakers.
Give everyone in your house a copy of your emergency plan and emergency contact information to keep in their wallets or backpacks.
Twice a year - check your emergency plan and the expiration dates of your emergency supplies when you change your clocks and fire alarms batteries.

National Preparedness Month 2011

Mayor Michael A. Nutter kicks off National Preparedness Month in the City of Philadelphia by helping Philadelphia Housing Authority residents prepare for emergencies.

On Friday, September 2, 2011 at Target, 7400 Bustleton Avenue, Mayor Nutter will proclaim the start of National Preparedness Month in Philadelphia and assist members of the American Red Cross Club Youth Council and the Philadelphia Police Explorers Post 991 as they assemble emergency kits for residents of the Philadelphia Housing Authority (PHA). The kits will be distributed at four Emergency Preparedness Workshops in PHA facilities.

“The thought of being caught in a fire, flood, or any emergency can be frightening, but if people aren’t prepared, the results can be devastating,” Mayor Nutter said. “That’s why I am asking all Philadelphians to prepare for emergencies. We all need to take personal responsibility and prepare ourselves, as well as our family.”

Helping the Mayor kickoff a month-long series of emergency preparedness events throughout Philadelphia, will be Judge Renee Cardwell Hughes, CEO of the American Red Cross Southeastern Pennsylvania Chapter; John Griffin, Group Assets Protection Team Leader for Target; Michael P. Kelly, Executive Director for the Philadelphia Housing Authority; Everett Gillison, Deputy Mayor for Public Safety; and Liam O’Keefe, Deputy Managing Director for Emergency Management.

During the event, Mayor Nutter will present the Philadelphia Housing Authority with a proclamation recognizing September 2011 as National Preparedness Month in Philadelphia.

“The Philadelphia Housing Authority is excited to partner with the City to help our residents prepare for emergencies,” said Michael Kelly of PHA. “We encourage all our residents to take advantage of these Emergency Preparedness Workshops and make sure they are ready for anything.”

Members of the Red Cross Club Youth Council will also be recognized by the Mayor and Judge Hughes for their work creating and running a preparedness camp at the Red Cross.

“The time to prepare for an emergency is now, not when an emergency happens,” said Judge Hughes of the Red Cross. “This work that the Mayor is leading is critical to the health and well-being of our communities. Last year alone, the Red Cross took care of more than 3,400 local people displaced by disaster, and all of them could have benefited from having some emergency plans and preparations – simple things like photocopies of important documents and a list of their medications and dosages – to help them recover more quickly and easily.”

Following the presentation, various emergency response agencies from Philadelphia will take part in a Public Safety Fair in the parking lot of the Target store. They will provide a variety of emergency preparedness information to the public and recruit volunteers.

“At Target, we are committed to supporting disaster preparedness, relief and recovery efforts to ensure we’re prepared as a community to respond should disaster strike,” said John Griffin of Target. “We partner with federal, state and local agencies to help communities prepare for disasters and we are excited to work with Mayor Nutter and the American Red Cross to help Philadelphia be prepared.”

National Preparedness Month in Philadelphia features of series of emergency preparedness events presented by the Philadelphia Office of Emergency Management. This September focuses on four Emergency Preparedness Workshops at Philadelphia Housing Authority (PHA) facilities. The Philadelphia Department of Public Health offers these tips to help you and your family stay safe when cleaning up after Hurricane Irene.

First turn off the electricity in all flooded rooms!
Remove all water by mopping, pumping, wet vacuuming or clearing drains.

Clean and dry thoroughly:

All wet light fixtures (Don’t turn the electricity back on until they are dry!)

Throw out:

All ceiling tiles, paper products, baseboards, and insulation that were damaged by water.
All drywall up to four feet above the floodwater line.
Furniture that has absorbed water (like mattresses, sofas, and upholstered chairs).
Medicines and foods that touched floodwater.
All perishable foods that have not been refrigerated for more than six hours.
Any frozen foods that have thawed

Wet vacuum, shampoo and air-dry:

Carpets

Wash with soap and water, wipe with a disinfectant, and dry:

Furniture that doesn’t absorb water (like wooden chairs and cabinets)
All contaminated floors, counters, and other surfaces
All cooking and eating utensils that were touched or splashed by floodwater
Foam rubber items

Wipe with a disinfectant or wash in a dishwasher in hot water:

Children’s toys (Don’t let children play with toys until they have been cleaned and disinfected!)

Wipe twice with a disinfectant, then air dry:

Wood and metal studs
Open windows and doors while cleaning and for at least 24 hours after cleaning. This will help surfaces to dry more quickly, and will help prevent mold. If you can, use fans or dehumidifiers to help dry things.

Mayor Nutter Encourages Citizens to Prepare for Hurricane Irene

The City of Philadelphia continues to prepare for Hurricane Irene and its potential impact on Philadelphia. The Emergency Operations Center will open on Saturday, August 27 at 6 p.m. to monitor the storm and coordinate the City’s response and recovery activities. The City will not issue an evacuation order; however, citizens should evacuate if they are in a potentially dangerous situation and proceed to a City shelter or other safe location. The City’s 311 Call Center is currently open 24-hours through Monday, August 29. SEPTA will suspend all transit services beginning at 12:30 a.m. on Sunday. All City park and recreation centers will close at 6:00 p.m. on Saturday.

“This is a dangerous storm, and I want to urge our residents to exercise extreme caution,” said Mayor Michael A. Nutter. “Residents and businesses in low lying areas should prepare immediately. If you need to evacuate, please leave as quickly as possible for your own safety.”

The National Weather Service is forecasting that Irene will be a Category One hurricane when it arrives along the coast of New Jersey. As a result, Philadelphia can expect:

Rainfall amounts between six and nine inches.
Sustained winds 50 - 60 mph with gusts reaching 70 mph.
Rain could start as early as tonight ahead of the hurricane.
Heavy rains could affect Philadelphia through Sunday.
Heavy winds could affect the city Saturday night into Sunday. High winds may continue after the storm passes. The highest winds will be felt Sunday afternoon.
Flooding of creeks and streams will likely begin on Saturday night.
Significant localized flooding on roadways, flooding of streams, and flooding along the Schuylkill River.

Philadelphia has many flood prone areas, including but not limited to:

Cobbs Creek and the marsh lands in the southwest sector of the City;
Other City creeks & streams including Pennypack, Poquessing, Tacony, Frankford, and Wissahickon Creeks;
Main Street Manayunk;
Portions of the Philadelphia Naval Base;
Delaware River which is usually first observed along Delaware Ave & Ben Franklin Bridge;
In the Northeast where Linden Avenue meets the Delaware; and
Kelly and Lincoln Drives.

If you live in an area with a history of flooding, plan now to stay with family or friends whose homes are not prone to flooding for the length of this storm and until the flooding threat subsides.

The City will open shelter operations on Saturday at 6 p.m. at the following locations:

Bartram High School, 2401 S. 67th Street
Lincoln High School, 3201 Ryan Avenue
Roxborough High School, 6498 Ridge Avenue

Sustained tropical storm force winds could cause downed trees, downed power lines, as well as the disruption of phone and cable service.

If a Power Outage Occurs:

Keep a battery-operated radio tuned to local news for updates.
Disconnect or turn off all appliances that would otherwise go on automatically when the power comes back on. If several appliances start up at once, they could overload the circuits.
To prevent food spoilage, keep refrigerator and freezer doors closed as much as possible.
Never touch or go near downed power lines.

Prior to the storm, Liam O’Keefe, Deputy Managing Director for Emergency Management, encourages residents to check on loved ones and neighbors, especially seniors and those with special needs, who may need special assistance or care during the storm. Also make sure you have the necessary supplies for a Shelter-in-Place Kit or an evacuation Go Bag.

A Few Items to include:

Non-perishable food like granola bars and energy bars
If you use canned foods, make sure you have a manual can opener.
Have a supply of bottled water for everyone in your home.
A battery-powered radio with extra batteries
Flashlights with extra batteries
First-aid kit
If you take medication, make sure you have an adequate supply for the next several days.

Do not travel, unless it is absolutely necessary or an evacuation order is called.

Do not attempt to walk across flood water more than knee deep.
Never drive through flooded roadways. Just two feet of moving water can sweep a Sport Utility Vehicle (SUV) off the road.

While Philadelphia’s 311 call center will be operational 24 hours a day through Monday, August 29, there are several ways to stay updated on the latest storm and emergency information.

With the threat of Hurricane Irene impacting Philadelphia, the following are a few measures you should take to prepare for a hurricane.

Prepare for High Winds:

Permanent storm shutters offer the best protection for windows. A second option is to board up windows with 5/8” marine plywood, cut to fit and ready to install. Tape does not prevent windows from breaking.
Bring outdoor objects, such as lawn furniture, garbage cans and other loose items, inside the house or tie them down securely.
Be sure trees and shrubs around your home are well trimmed.

Prepare for Flooding:

Know your area's flood risk and consider flood insurance. To estimate your flood risk, flood insurance premium and for information on the National Flood Insurance Program (NFIP), visit www.floodsmart.gov or call 1-800-427-2419.
Fill out a Household Emergency Plan containing important contacts for you and your family in the event of any emergency.
Plan now to stay with friends or relatives if you live in a flood prone area, like Manayunk or Eastwick, and need to evacuate. This should be a part of your Household Emergency Plan.

Prepare for Flooding:

Know your area's flood risk. To estimate your flood risk and flood insurance premium, visit www.floodsmart.gov or call 1-800-427-2419.
Make an itemized list of personal property, including furnishings, clothing, and valuables.
Fill out a Household Emergency Plan containing important contacts for you and your family in the event of any emergency.

During a Flood:

Keep a battery-operated AM/FM radio tuned to a local station and follow emergency instructions.
If you're caught inside by rising waters, move to a higher floor. Take warm clothing, a flashlight, and portable radio with you. Wait for help. Do NOT try to swim to safety.
If it is save and you need to evacuate, take your Go Bag with you.
When outside, remember: floods are deceptive. Try to avoid flooded areas, and do not attempt to walk across flood water more than knee deep. Just six inches of moving water can knock you off your feet.
Never drive through flooded roadways. Just two feet of moving water can sweep a Sport Utility Vehicle (SUV) off the road.

If it is Safe to Evacuate by Car:

Take your Go Bag with you.
Avoid flooded roadways. Parts of the road may already be washed out, and you could become stranded or trapped.
If your car stalls in a flooded area, abandon it as soon as possible. Floodwater can rise rapidly and sweep a car (and its occupants) away.

It is important to conserve water during the summer months because there is a greater demand. Follow these easy steps to reduce your use:

Repair leaky toilets and faucets. Close your taps tightly.
Install low-flow shower heads. They save thousands of gallons of water every year.
Save two to four gallons of water by shutting off the faucet while shaving. Save one to two gallons by shutting off the faucet while brushing your teeth.
Take short showers – a bath uses more water. If you must take baths, fill the tub only half way.
Make sure your washing machines and dishwashers are full before you run them.

Power outages and disruptions of utility services can happen for various reasons, such as emergencies, severe weather, downed trees or power lines. They often happen during the summer months due to an increased demand as the temperature rises. Prepare yourself with the following tips and download our Disruption of Utility Service flier and When the Lights Go Out flier.

If You Lose Phone Service:

Use your cell phone, or borrow one from a friend or neighbor, and call your provider to report the outage.
You could lose phone service during a power outage if your phone requires an electrical outlet to work. It is a good idea to have a phone that does not rely on electricity, and just plugs into a phone jack.

If You Smell Gas:

DO NOT smoke or light lighters or matches. If the odor is very strong, do not use your phone or operate any light switches or electrical devices – any spark could cause a fire.
Open windows.
Evacuate immediately, then call 9-1-1.

Water and Sewer-Related Problems:

Always have a supply of bottled water in the house.
If you see water coming up from the ground or road, or suspect a water main break, call the Philadelphia Water Department at 215-685-6300. Be ready to provide the following information on the phone: a description of the condition, what is being affected (street, basement, subway), the exact location of the problem, and your name, address and telephone number.
If you have no water or very low water pressure, call the Water Department at 215-685-6300.
If there is a concern about drinking water quality, officials will tell you what actions to take.

If There is a Power Outage:

Call your power provider immediately to report the outage.
PECO Energy Customer Service: 1-800-494-4000.
PECO Energy Emergency hotline: 1-800-841-4141.
Disconnect or turn off all appliances that would otherwise go on automatically when the power comes back on. If several appliances start up at once, they could overload the circuits.
To prevent food spoilage, keep refrigerator and freezer doors closed as much as possible. Each time the door is opened, heat enters and speeds up the thawing process.
Stay indoors, if possible.
Never touch or go near downed power lines.
Do not burn charcoal indoors, and do not use your kitchen gas range or stove to heat rooms. These might cause a fire or a hazardous smoke condition.
Do not use generators indoors. They can create a deadly carbon monoxide buildup.
Keep a battery-operated radio tuned to KYW 1060 AM for updates.

Typically, energy usage spikes in the summer with so many using air conditioners to keep cool. High energy usage can cause power outages and increased energy bills. Here are a few simple tips from the Pennsylvania Utility Commission on how to stay cool and conserve energy in your home:

Only use the air conditioner when you are home.
Clean or change your air conditioner filter at least once a month.
Set your air conditioner's thermostat to no lower than 78F.
Keep drapes closed and shades drawn to shield the suns heat.
Use clothes dryers and dishwashers in the early morning or late evening, not in the heat of the day.
Use a microwave instead of a conventional range or oven.
Relax in rooms that do not receive direct sunlight or stay on the lowest floor of your home.
Air leaks waste energy. Caulking and weather-stripping will help keep cool air in.

Have had a previous heat-related illness

Many Fourth of July celebrations include a tasty barbecue and an exciting fireworks display. While these events are great fun, it's important to practice safety around the grill and around fireworks. The following are safety tips from the Philadelphia Fire Department and the U.S. Fire Administration.

BBQ Grill Safety Tips:

Propane and charcoal grills must only be used outdoors. If used indoors, or in any enclosed spaces such as tents, they pose a fire hazard and a risk of exposing occupants to deadly carbon monoxide.
Place the grill a safe distance from lawn games, play areas, and foot traffic. Grills should be at least 10 feet away from siding, deck railing, and out from under eaves and overhanging branches.
BBQ grills are not allowed on apartment building balconies or decks.
BBQ grills are allowed on porches and decks of one and two family houses.
Never store spare propane cylinders under or near a grill or inside the home.
Do not transport propane cylinders in the trunk of a passenger vehicle.
Keep matches, lighters, and starter fluid out of the reach of children in a locked drawer or cabinet.
Children should never be allowed to start outdoor cooking equipment.
Keep children and pets away from the grill area.
Do not wear loose fitting clothing while cooking.
Use long BBQ mitts and long-handled grilling tools to protect the chef from heat and flames.
Always turn off valves when not in use.
Periodically remove grease or fat buildup in trays below the grill so it cannot be ignited by a hot grill.
To guard against the possibility of damage or explosion, burners, tubing and piping should be clean and free from insects, dust and debris.
When purchasing a grill, select one that bears the approval mark of an independent testing laboratory.

Fireworks Safety Tips:

The best way to protect your loved-ones is not to use fireworks at home. Attend public fireworks displays and leave the lighting to professionals. In Pennsylvania, sparklers are the only fireworks legal to purchase without a permit. However, just because they are legal does not mean they can't be dangerous. Keep the celebration safe by following these tips:

Be careful, sparklers can reach temperatures of up to 2000 Fahrenheit.
Light them away from dry leaves or grass.
Avoid the use of sparklers in crowded areas.
Only allow children to handle sparklers under adult supervision.
Pour water on all used fireworks before disposal.
Treat any that did not ignite as if they are still lit and extinguish with water.
Instead of firecrackers, use a cap gun to make some noise.
Leave pieces of fireworks on the ground after an event. Some may still be ignited and can explode.
Stand several feet away from professionals lighting fireworks; fireworks have been known to backfire or shoot off in the wrong direction.

Grilling Safely with the Philadelphia Fire Commissioner

On Thursday, June 30, 2011, at 1:00 P.M. Fire Commissioner Lloyd Ayers will team with Chef Jack McDavid of Jack’s Firehouse Restaurant, located 2130 Fairmount Avenue, to demonstrate barbecue grilling safety tips.

The Philadelphia Fire Department wants to ensure that people practice safe barbecuing during the summer. Jack's Firehouse Restaurant, located in an historic firehouse dating back to 1902, is famous for their fine barbecue cuisine, and provides an excellent location to demonstrate the finer points of safety around the grill.

"Educating people to act safely when using portable outdoor cooking equipment," Commissioner Ayers stated, "is the best way to prevent barbecue fires from occurring."

In anticipation of the large number of people expected to barbecue this summer, Commissioner Ayers will use a graphic presentation to illustrate the affects of unsafe grilling practices. During this presentation he will provide safety tips for users of charcoal and propane grills.

Fire Commissioner Ayers will also display a propane tank with an “Overfill Prevention Device”, designed to prevent gas leaks. All propane tanks in use must contain an Overfill Prevention Device (OPD). These new tank valves can help prevent fires and explosions attributed to overfilled portable cooking equipment. The (OPD) will not allow gas to flow unless the tank is connected. The National Fire Protection Agency instituted the use of this new propane tank valve in 2002.

Lowe’s Home Improvement Store provided the grilling equipment used in this demonstration. The Philadelphia Fire Department acknowledges their support in bringing safe products and information to Philadelphia and the surrounding area.

Commissioner Ayers and the Philadelphia Fire Department wants all Philadelphians to enjoy a safe summer grilling, and is pleased to offer this educational demonstration.

Fire Commissioner Ayers reminds everyone to follow these tips:

Do not wear loose fitting clothing while cooking.
Never, under any circumstances, should children (supervised or unsupervised) be allowed to start outdoor cooking equipment.
Barbecue grills are not allowed on apartment building balconies or decks.
Barbecue grills are allowed on porches and decks of one and two family homes.
Never store a spare LPG (propane) container under or near the grill.
Never store LPG cylinders inside your home.
Always turn off the valves when not in use.

Wally Wise Guy's Wise Words of the Week: It's National Lightning Safety Awareness Week. Stay Safe When Lightning Strikes

Each year, the United States averages 300 lightning deaths and 80 injuries. All thunderstorms produce lightning and have the potential for danger.

Lightning's risk to individuals and property is increased because of its unpredictability, which emphasizes the importance of preparedness. It often strikes outside of heavy rain and may occur as far as 10 miles away from any rainfall. Most lightning deaths and injuries occur when people are caught outdoors in the summer months during the afternoon and evening.

Remember, during a thunderstorm:

Stay inside a building or hard-top vehicle, convertibles offer no safety from lightning.
Avoid showering, bathing, using a computer or a phone that has a cord, except in an emergency.

If outside, take cover immediately but never stand under a tall tree in an open area.
Don't touch metal, electrical equipment, telephones, bathtubs, water faucets or sinks.
If someone is struck, call 9-1-1 for help, monitor the victim and begin Cardiopulmonary Resuscitation (CRP) or Automated External Defibrillator (AED), if necessary.

Excessive heat can be dangerous, especially for seniors, pregnant women, infants, children or anyone working in the heat. Follow these simple tips to stay safe in the excessive heat:

Stay out of the sun. When in the sun, wear sunscreen (at least SPF 15).
Avoid working or playing in the hot sun or other hot areas between 10 a.m. and 2 p.m.
To prevent sunburn, wear lightweight, light-colored, loose-fitting clothes that cover as much skin as possible.
Use shades or awnings in your home.
Wear a wide-brimmed hat or visor, or use an umbrella for shade.
Slow down. Rest in the shade or a cool place every chance you get.
Drink plenty of water. Avoid alcohol and caffeine.
Maintain a normal diet.
Use air conditioners and fans. If you use a fan, make sure your windows are open to release trapped hot air.
Visit a friend with air conditioning or go some place cool like a mall, library, or senior center.

Wally Wise Guy's Wise Words of the Week: Ride Your Bike Safely and Enjoy the Philadelphia International Cycling Championship

With the Philadelphia International Cycling Championship on Sunday, June 5, remember that in Pennsylvania bicycles are considered vehicles with the same responsibilities and rights as automobiles. Follow these simple tips to ride safely:

Make sure your bike fits you properly. While straddling the bike, there should be an inch or two between you and the top tube on a road bike and on a mountain bike you want the clearance to be about five inches, so you can dismount on rough terrain.
Adjust your seat height so that there is a slight bend in your knee when the pedal is in the down most position.
Wear a properly fitted helmet that does not shake and sits on your forehead about two fingers width above your brow.
When riding at night, every state requires bikes to have a white front light and a red rear light or reflector.
Wear bright color clothing and reflector tape any time of day to ensure motorists can easily see you.
Do the A.B.C Quick check before you ride to make sure you have enough air in your tires, your brakes are working properly, your cranks, chain and cassettes run smoothly and your quick release tires are secure. Also, make sure nothing else is loose on your bike.
Follow the rules of the road - ride in the same direction as traffic, obey all traffic signs, signals and road markings – this means stopping at stop signs and red lights, yielding to pedestrians, riding in turn lanes when turning and straight lanes when riding straight.
Ride Defensively – look before riding out of driveways, always look for turning vehicles or pedestrians in your path, and look behind you and signal before changing lanes.
Know the law - it is illegal in Philadelphia for anyone over the age of 12 to ride their bike on the sidewalk. Also, children 12 and under are required to wear a helmet.
Avoid Road Hazards – ride around potholes, drain grates, gravel, glass and debris.
Be Predictable – help motorist know exactly what you plan to do – signal, make eye contact if possible, and ride without swerving.
Stay to the right and pass other cyclists on the left using an audible signal.

Earthquake Causes Boom in Northeast Philadelphia

According to the U. S. Geological Survey, a 1.7 magnitude earthquake occurred near the Franklin Mills Mall in Northeast Philadelphia. The micro tremblor cause a loud boom around 9:30 p.m. on Friday, May 27. However, no significant damage was reported.

Although no major earthquakes are on record for Philadelphia, tremors occasionally occur and residents should be prepared. After an earthquake, there might not be electric, gas, or telephone service. If you feel an earthquake:

Drop to the floor.
Take cover under a solid piece of furniture or next to an interior wall. Cover your head and neck with your arms.
Hold on to a sturdy piece of furniture and be prepared to move with it. Stay where you are until the shaking stops.
Be prepared for aftershocks, which often follow an earthquake.

Important Guidance For Helping Disaster Survivors

A second disaster threatens to overtake Joplin MO by way of a tidal wave of unsolicited goods (things like clothing, miscellaneous household items, mixed or perishable foodstuffs, diapers...) and volunteers who just show up to help. Critical resources are being redirected from the important work of response and relief to managing what has become a crush of unneeded donated items. Social networking sites are promoting collection drives while radio stations, small and large businesses, business and fraternal organizations and churches around the country fill semis with items that threaten to crowd warehouses and overwhelm distribution channels in the impacted area.

Your help is urgently needed to stem the flow of unneeded goods and volunteers into Joplin. The Missouri State Emergency Management Agency has established a web portal to coordinate donations and volunteers. Keep in mind that cash is the preferred method because it offers voluntary agencies the most flexibility in obtaining the most-needed resources and pumps money into the local economy to help businesses recover as well.

Remember, unsolicited donated goods such as used clothing, miscellaneous household items, and mixed or perishable foodstuffs require helping agencies to redirect valuable resources away from providing services to sort, package, transport, warehouse, and distribute items that may not meet the needs of disaster survivors.

Hurricanes have brought intense winds, heavy rain and flooding to the Philadelphia area. The season for hurricanes runs from June through November, with most hurricanes occurring mid-August to late October. Each season, on average, six hurricanes form in the Atlantic Ocean of which two become major hurricanes. Take the time now to prepare for these violent storms.

PREPARING FOR A HURRICANE

Familiarize yourself with the terms that are used to identify a hurricane threats. Hurricane Watch: Issued when there is a threat of hurricane conditions in 24 to 36 hours. Hurricane Warning: Issued when dangerously high water and rough seas are expected in 24 hours or less.
Develop a Household Emergency Plan, know your evacuation route and where you will go if told to evacuate.
Have a Go Bag of emergency supplies ready in case you have to evacuate
Secure your property.
To protect your windows from high winds, cover them with pre-cut plywood or hurricane shutters.
Bring in all outdoor furniture, decorations, garbage cans and anything else that is not tied down.
Keep all trees and shrubs well trimmed.
If you have a car, fill the gas tank in case you have to evacuate.

Here are 10 important tips for home disaster safety from the International Code Council:

Develop a family action plan and share with everyone in your family, so you will know where to go if an evacuation is called. Review at least two exit routes from your home or neighborhood to a designated meeting place for your family. Plan ahead for your pets as many shelters will not accept them.
Create a disaster supply kit that will allow you to remain in your home after a disaster or for use after evacuating to a safer location. Be sure the necessities in your kit are fresh and restored every six months.
Stay tuned to radio, TV and NOAA Weather Radio for official updates and critical life saving weather information. Remember, reception is usually best if placed near a window.
Flooded roads could have significant damage hidden by floodwaters. Never drive through floodwaters or on flooded roads. Do not attempt to cross a flowing stream. It takes only six inches of fast flowing water to sweep you off your feet and two feet of water to move an SUV-sized vehicle.
If you live in a high wind or hurricane prone area and do not have tested and code approved shutters for protection from windborne debris, temporarily protect your doors and windows by mounting exterior grade, 5/8” plywood and fastening it into place. Visit www.flash.org for detailed instructions on how to use plywood for emergency board up.
Secure lawn furniture and any other loose outdoor items that can become windborne and can cause injury or damage during storms with high winds. Don’t forget trash cans, grills, toys and potted plants.
Consider building or retrofitting to create a tornado safe room in your home. Follow ICC/NSSA 500 or FEMA 320 for detailed construction information and to ensure you achieve the highest level of protection for your family.
Use Surge Protective Devices (SPD) in your home to protect electronic appliances from all but the most severe electrical surges or direct strikes. The devices should be installed to afford the highest level of protection.
In wildfire prone areas, remove fine (dead grass, leaves, etc.) and course fields (dead twigs, branches, etc.) within 30 feet of a building to create a survivable space in case of wildfire. Be sure to remove dry leaf and pine litter from roofs, rain gutters, decks and walkways.
Before a winter storm, insulate all exposed water pipes outside the home. It is important to allow a slow trickle of water to flow during a winter freeze especially if the faucet is on an exterior wall. Remember, wrap and drip your pipes for the ultimate protection in a freeze.

Include your pets in your household emergency plan. If you must evacuate, you should evacuate your pets, too – it’s not safe to leave them behind.

Service animals as well as pets are allowed in certain shelters. Plan for your pets’ safety now, before an emergency and put together a Pet Emergency Kit with the following items:

A three-day supply of water, food and containers, non-spill bowls, and a can opener.
Sturdy leashes, harnesses and carriers/cages to transport pets safely and ensure that they cannot escape.
Information on feeding schedules, medical conditions, veterinarian’s phone number, proof of vaccination, pet license numbers, and microchip numbers.
Medication for your pet (if needed).
Plastic bags, paper towels, and wipes for clean-up.
Photos of your pet.

FBI: Malicious Software Features Usama bin Laden Links to Ensnare Unsuspecting Computer Users

The Federal Bureau of Investigation (FBI) today warns computer users to exercise caution when they receive e-mails that purport to show photos or videos of Usama bin Laden’s recent death. This content could be a virus that could damage your computer. This malicious software, or “malware,” can embed itself in computers and spread to users’ contact lists, thereby infecting the systems of associates, friends, and family members. These viruses are often programmed to steal your personally identifiable information.

The Internet Crime Complaint Center (IC3) urges computer users to not open unsolicited (spam) e-mails, including clicking links contained within those messages. Even if the sender is familiar, the public should exercise due diligence. Computer owners must ensure they have up-to-date firewall and anti-virus software running on their machines to detect and deflect malicious software.

The IC3 recommends the public do the following:

Adjust the privacy settings on social networking sites you frequent to make it more difficult for people you know and do not know to post content to your page. Even a “friend” can unknowingly pass on multimedia that’s actually malicious software.
Do not agree to download software to view videos. These applications can infect your computer.
Read e-mails you receive carefully. Fraudulent messages often feature misspellings, poor grammar, and nonstandard English.
Report e-mails you receive that purport to be from the FBI. Criminals often use the FBI’s name and seal to add legitimacy to their fraudulent schemes. In fact, the FBI does not send unsolicited e-mails to the public. Should you receive unsolicited messages that feature the FBI’s name, seal, or that reference a division or unit within the FBI or an individual employee, report it to the Internet Crime Complaint Center at www.ic3.gov.

EMPLOYMENT STATUS: This is a full time position that is grant funded through June 30, 2013, with extensions based on funding availability.

I. GENERAL OVERVIEW

The Office of Emergency Management (OEM) works to mitigate, plan, and prepare for emergencies; educate the public about preparedness; coordinate emergency response and recovery efforts; and develop tools and identify resources to support the overall preparedness of the City of Philadelphia.

Candidates for this position should possess a strong desire to work in a team-oriented, fast-paced, professional public safety environment, and a willingness to serve the public in the sixth largest city in the nation. The successful candidate for this position will assist with the development, strategic planning, implementation, and evaluation of an integrated preparedness program to support the preparedness for and response to emergency incidents in Philadelphia.

All OEM personnel must be City residents within six months of hire and are required to serve periodically in an on-call capacity on field response teams. OEM staff also periodically work during non-business hours for extended periods of time, as needed in a field environment, and during activations of Philadelphia’s Emergency Operations Center (EOC).

II. TYPICAL EXAMPLES OF WORK

The Human Services Planning Coordinator is responsible for a range of preparedness activities including, but not limited to, the following:

Gaining subject matter expertise in the area of disaster response and recovery related to human services.
Developing partnerships with stakeholders from local, state and federal government as well as community-based organizations, non-profit organizations and private entities.
Researching, reviewing, and synthesizing best practices related to human services planning and operations.
Writing and updating assigned elements of citywide emergency plans, including, but not limited to, coordination of disaster assistance centers, mass care services, donations management, and long-term housing.
Facilitating communication and coordination between agencies involved in emergency response under the direction of designated OEM response team leaders.
Performing other work as required.

III. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

IV. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited school in planning, public health, psychology, social work, or a related field.
Experience working within an emergency management, public health, social work or human services organization is preferred.
Familiarity with Philadelphia geographic area is preferred.

V. LICENSES, REGISTRATIONS AND/OR CERTIFICATES

Possession of a valid proper class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania within six months of hire.
Completion of Federal Emergency Management Agency training courses (ICS 100, 200, 700, and 800B) within first month of hire.

VI. PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and work in the environmental conditions required of this position.

Wally Wise Guy's Wise Words of the Week: Know the New National Terrorism Advisory System

On April 26, 2011, the National Terrorism Advisory System, or NTAS, replaced the color-coded Homeland Security Advisory System (HSAS). This new system will more effectively communicate information about terrorist threats by providing timely, detailed information to the public, government agencies, first responders, airports and other transportation hubs, and the private sector.

It recognizes that Americans all share responsibility for the nation’s security, and should always be aware of the heightened risk of terrorist attack in the United States and what they should do.

After reviewing the available information, the Secretary of Homeland Security will decide, in coordination with other Federal entities, whether an NTAS Alert should be issued.

NTAS Alerts will only be issued when credible information is available.

These alerts will include a clear statement that there is an imminent threat or elevated threat. Using available information, the alerts will provide a concise summary of the potential threat, information about actions being taken to ensure public safety, and recommended steps that individuals, communities, businesses and governments can take to help prevent, mitigate or respond to the threat.

The NTAS Alerts will be based on the nature of the threat: in some cases, alerts will be sent directly to law enforcement or affected areas of the private sector, while in others, alerts will be issued more broadly to the American people through both official and media channels.

NTAS Alerts contain a sunset provision indicating a specific date when the alert expires - there will not be a constant NTAS Alert or blanket warning that there is an overarching threat. If threat information changes for an alert, the Secretary of Homeland Security may announce an updated NTAS Alert. All changes, including the announcement that cancels an NTAS Alert, will be distributed the same way as the original alert.

Wally Wise Guy's Wise Words of the Week: Stay Safe From Carbon Monoxide

Dangerous levels of carbon monoxide – a colorless and odorless gas – can be produced from improperly vented furnaces, plugged or cracked chimneys, water heaters, fireplaces, stoves and tail pipes. The most common symptom of carbon monoxide poisoning is headache. Symptoms may also include dizziness, chest pain, nausea and vomiting. High levels of carbon monoxide can cause unconsciousness and death.

If You Suspect Carbon Monoxide Poisoning:

Leave the building you are in.
Get any victims to fresh air immediately.
Call 9-1-1.
Call your local utility.

Carbon Monoxide Safety Tips:

Make sure furnaces, boilers, hot water heaters, and clothes dryers are properly ventilated.
If you have a working fireplace, keep chimneys clean and clear of debris.
Never use your oven to heat your home.
Never operate gas or charcoal barbecue grills, kerosene- or oil-burning heaters in an enclosed space.
Make sure you have a working carbon monoxide alarm. Check and change the batteries often.

National Volunteer Week: Philadelphia Honors the Second Alarmers

The Managing Director’s Office of Emergency Management, the Philadelphia Fire Department and the Philadelphia Police Department recognized the efforts of the Second Alarmers Association of Philadelphia today during a ceremony for National Volunteer Week 2011.

“National Volunteer Week,” said Liam O’Keefe, Philadelphia’s Deputy Managing Director for Emergency Management, “is an opportunity for us to celebrate the dedication of ordinary people who accomplish extraordinary things through service.”

Fire Commissioner Lloyd Ayers, Police Commissioner Charles Ramsey and Deputy Managing Director O’Keefe presented volunteers from the Second Alarmers Association of Philadelphia with certificates to honor their service to Philadelphia’s first responder community.

“These volunteers,” said Commissioner Ayers, “aid Philadelphia’s fire and emergency medical service personnel in their efforts to fight fires and save lives.”

The Second Alarmers Association of Philadelphia formed in 1921 with the mission to provide rest and rehabilitation to Philadelphia’s fire and police emergency responders during major incidents. The non-profit has responded to every multiple-alarm fire in Philadelphia since its inception. They have even responded to extended service one-alarm fires as well as various other incidents.

In February 2011, the Second Alarmers established a new record of responses in a 24-hour period. From 3:00 a.m. February 19 to 2:30 a.m. February 20, these volunteers responded to nine incidents throughout Philadelphia.

“It’s that spirit of public service that is at the very heart of National Volunteer Week,” Commissioner Ramsey said. “We commend the Second Alarmers for their long-standing commitment to Philadelphia’s first responders.”

National Volunteer Week was established in 1974 to honor those who dedicate themselves to taking action and improving their community. It’s also about inspiring, recognizing and encouraging people to seek out imaginative ways to engage in their community.
